Should Red States worry if a 9/11 happens to them after so many voted against helping 1st Responders Health?

I'm not sure as many people will come to aid another 9/11 after all the rhetoric from Repulicans and their voting record. I personally think as an American most will go no matter what but do you think some might think twice if Republicans are at the helm like during 9/11? If your own fellow American Republicans are willing to give a tax cut to the richest 2% without a problem paying for it but voted against helping our heroic 1st responders, isnt that something they might think about?
