My husband shaved his head for the first and last time.?

It's been over a week and he has very painful razor bumps. He is uninsured right now and I feel horrible for him because he is in so much pain. Can anyone tell me if there is an over-the-counter treatment that would help elevate his discomfort? Hot showers and hot rags on his head help but only temporarily.
