Is the term Hispanic a term solely used In the U.S.A. or is it accepted and used in other countries as well?

The term Hispanic & Latino are sometimes contorversial because it is broadly used to refer to a group of people who are already very racially and ethnically diverse. I am just curious if the term is one only used in the U.S. or if it is accepted worldwide because the U.S. Government to me sometimes seems unable to correctly identify and group different groups of peoples.
